Ukrainian President Volodymyr Zelenskyy proposed a “territorial swap” to end the Russia-Ukraine war that started on February 24, 2022, to the British newspaper The Guardian. Zelenskyy said, “We can swap one territory for another.” Zelenskyy reported that some areas under the control of Ukrainian troops in the Kursk region of Russia could be exchanged for areas occupied by Russia in Ukraine. Regarding which part of the territories under Russian occupation that Ukraine would want back, Zelenskyy said, “I don’t know, we’ll see. But all of our territories are important, there is no priority.” REPLY FROM THE KREMLIN The response to Zelenskyy came from Kremlin spokesman Dmitry Peskov. Peskov reported that the Moscow administration would reject all offers regarding a “territorial swap.” Peskov said, “This is impossible. Russia has never discussed and will never discuss the exchange of territories.” Noting that Ukrainian troops would be removed from these territories, Peskov said, “Anyone who cannot be destroyed will be deported.”
